this one confuses people, so the short answer first: jibhi and tirthan valley are neighbours, not the same place, and they're very close. the heart of tirthan valley around gushaini is about 12 km from jibhi, roughly a 30 to 40 minute drive. most people visit both on the same trip.

is jibhi in tirthan valley?

not technically. jibhi sits in the banjar valley, on the road up to jalori pass. tirthan valley is the adjacent valley that follows the tirthan river toward the great himalayan national park. they share the same banjar region, the same feel, and the same turn-off from aut, which is why travel sites often lump them together. think of them as two sides of one quiet corner of himachal.

how to travel between them

a taxi is easiest, around 30 to 40 minutes from jibhi to gushaini, where the tirthan valley stays and the national park entry points are. local buses run through banjar and can drop you toward the tirthan side, but a cab is simpler for a day trip with no fixed schedule.

doing both

base in jibhi for the cafes, the waterfall and jalori pass, then spend a day on the tirthan side for the river, trout fishing and the walk into the great himalayan national park. five or six unhurried days covers the two comfortably.

one tip

if you only have a long weekend, stay in jibhi and do tirthan as a day trip. if you have a week, give each valley its own couple of nights.
